Вы не указали версию Tomcat, которую используете, поэтому я выберу 6.x.

Похоже, вы делегируете hasResourcePermission JDBC, оставляя как findSecurityConstraints , так и hasUserDataPermission в руках JNDI. Вы должны делегировать их все или ни одного.

Обновление : JNDIRealm вызывает protected getRoles (DirContext, User) как часть его Authenticate () метод. Вам нужно переопределить это и переслать его JDBCRealm getRoles () .
