Как реализовать ConfigurationSection с ConfigurationElementCollection

Я пытаюсь реализовать в проекте раздел пользовательской конфигурации и постоянно сталкиваюсь с непонятными мне исключениями. Я надеюсь, что кто-нибудь сможет заполнить здесь пробелы.

У меня есть App.config , который выглядит так:

</configuration>

У меня есть элемент ServiceConfig , определенный следующим образом:

Мне не хватает того, что делать обработчику. Первоначально я пытался реализовать IConfigurationSectionHandler , но обнаружил две вещи:

1. он не работал
2. он устарел.

Я совершенно не понимаю, что делать, чтобы читать свои данные из config. Любая помощь, пожалуйста!
