Magento: Создать заказ программно в бэкэнд-коде

Я пытаюсь создать заказ в бэкэнде в Magento (1.5.1.0).

Я всегда получаю исключение «Пожалуйста, укажите способ доставки». в Mage_Sales_Model_Service_Quote :: _ validate в строке 293.

Код строк вокруг исключения:

Кто-нибудь знает, почему я получаю эту ошибку? Это потому, что не удалось загрузить тариф? (Продукт не виртуальный)
