Python - преобразовать файл CSV в JSON

Мне нужно преобразовать файл csv в иерархический объект JSON (желательно с использованием Python).Я думал, что сценарий, который у меня есть (ниже), выполняет правильную работу по преобразованию в JSON, но библиотека JavaScript, в которую я загружаю данные JSON (D3.js), не работает с ним.

Я думаю, что технически это может быть соответствуют спецификациям JSON, но библиотека, в которую я пытаюсь передать данные JSON (D3.js), похоже, ничего не может с этим поделать. Это потому, что порядок элементов неправильный (т. Е. Элемент «children» стоит перед элементом «name»)? Я делаю что-то более простое?
