Не отображается фоновое изображение HTML и CSS

Я уже дважды проверил свой URL и имя файлов, но, похоже, я не могу получить изображение чтобы появиться. Почему это так? Вот мой код (обратите внимание, что

находится внутри тегов тела, я не добавил полный код, я добавил только заголовок и конкретную проблему ).
