Попробованный загрузил инструменты-1.4.2.jar и выполнил mvn install:install-файл-DgroupId=com.sun-DartifactId=tools-Dversion=1.4.2-Dpackaging=jar-Dfile =/path/to/file, но он не решает проблему.
