Почему моя публикация не работает на сервере Tomcat v7.0 из-за блокировки другим процессом?

У меня есть сервер Tomcat v7.0 в среде eclipse (helios), который я использую для тестирования веб-приложений. В настоящее время у меня в рабочей области есть веб-приложение Struts, которое правильно загружается на сервер, а также два динамических веб-проекта, которые я пытаюсь загрузить. В основном, простой класс, который я хочу превратить в веб-сервис для оси 2 для первого проекта и простую html-страницу (сделанную для тестирования этой проблемы) для второго.

Однако ни один из них не загружается правильно внутри сервера, и я вижу блокировки из-за ошибок другого процесса.
