корневой элемент документа не

В моем проекте есть файл с именем jvxml-implementation-0-7.xsd.

Содержимое файла такое

Но при его загрузке возникает такая ошибка.

org.xml.sax.SAXParseException: schema_reference.4: Failed to read schema document 'jvxml-implementation-0-7.xsd', because 1) could not find the document; 2) the document could not be read; 3) the root element of the document is not <xsd:schema>.

Я изменил разрешение и поместил файл туда, где он должен быть. Так что я остался с третьей ошибкой.

Пожалуйста, подскажите, как с этим справиться.
