Yii не выдает достоверные результаты checkAccess

Я изучаю Yii и сейчас пытаюсь разработать RBAC, проблема в том, что я создал роли и так далее, выполнил этот сценарий через shell У меня есть таблицы базы данных и эти роли, и все это заполняется. теперь я не знаю почему, но

всегда возвращает No admin. Я пытаюсь отобразить другое меню в зависимости от типа пользователя, то есть это администратор, читатель или менеджер и так далее. но это не удается.
